Take your fabric and ensure it's twice as long as you want the skirt to be. Then cut 12 panels with one end half the width of the other end. So it should be long and semi triangle shaped. Sew some kind of 1 inch -1/2 inch stiffener to the wider end to make those arches stand out, then sew all the panels together so that the wide sides are all down, and the skinny all facing up. Then baste the excess where the two panels meet and pull it up to the length you want, gathering the skirt.
Sew in a waist band and then complete the skirt up the back and gather it. Put in either a draw string or a clip. Does that help?
